This year we were in El Dorado State Park for Halloween. The park had a few kids walking around trick or treating. Unlike Hillsdale State Park, the trick or treat was not formal and did not have a lot of kids. Hillsdale also had a campsite decorating contest, UTV / golf card decorating contest, and a parade (consisting of UTV and golf carts).

One campsite that was across the street and 3 down from us decorated to the extreme.

I would like to add that even though the campsite had great decoration. The campers did not have great camping etiquette. Quite hours is between 11 pm and 6 am. They continued to do karaoke and play loud music after 11 pm. They did not stop even when asked to stop. We were fortunately that they left the campground the day after Halloween. They left 2 hours after the required departure time though which goes back to not great camping etiquette.
